On April 25, 2023, at 11.00 a.m., a meeting was held at the Karaganda Technical University named after Abylkas Saginov with graduates of 2023 who studied on the basis of a state educational order, with representatives of the Monitoring Department of Financial Center JSC (Astana) Ministry of Science and Higher Education of the Republic of Kazakhstan on issues of mandatory grant processing, distribution and employment. To receive the necessary clarifications on the issues of interest, graduates had the opportunity to ask questions to representatives of this Department.
From the Academy “Bolashaq” was attended by the head of the PSC Omirzakova A.O., the curator of the group DOV-19-1 Talikova G.T., a student of the educational program 6B01201-“Preschool education and upbringing” Zhampeisova L.S.
In his speech, the representative of the Monitoring Department of JSC “Financial Center” Ibraeva Zhanar Sametovna focused on the changes in the Law of the Republic of Kazakhstan “On Education” dated 08.01.2021 No. 410-VI according to which, citizens of the Republic of Kazakhstan, work out in proportion to the time of their actual training under the state educational order after graduation from the organization of higher and (or) postgraduate education in within the time period provided for in this paragraph, in the following cases:
1) transfer from training on a paid basis to training under a state educational order (applies to those who have been enrolled since 2012 and are currently working out, that is, to the relations that arose before the changes were put into effect);
2) transfer from training under the state educational order to training on a paid basis;
3) deductions from the organization of higher and (or) postgraduate education, subject to subsequent restoration during the current or next academic year.
It provides for reimbursement of expenses incurred at the expense of budgetary funds, in proportion to the period actually worked out according to the formula for determining the working period.
Ibraeva Zh.S. noted that according to paragraph 17-2) of Article 47 of the Law “On Education”, exemption from working off is provided (provided only by Distribution Commissions at the end of the school year) in the following cases:
if there are no vacancies in the locality at the place of residence, work or service of the spouse (spouse);
persons with disabilities of the first and second groups;
those enrolled for further study in residency on the basis of a state educational order, master’s degree, doctoral degree;
pregnant women, as well as women who have and independently raise a child (children) under the age of three years.
Upon admission or conscription for military service, citizens of the Republic of Kazakhstan, specified in paragraph 17 of Article 47 of the Law, are granted a deferral for the duration of service without taking into account the time of service in the period of working out (PP RK dated 30.03.2012 No. 390).
She drew the attention of graduates to the responsibility for non-fulfillment of the obligation to work out, provided for in paragraph 17 of Article 47 of the Law, according to which a young specialist is obliged to reimburse expenses incurred at the expense of budgetary funds in connection with his training, except for the cases provided for in paragraph 17-2 of this article, to the budget.
In conclusion, the participants thanked the representative of the Monitoring Department of Financial Center JSC for organizing the event and an informative meeting on the issues of mandatory training of young specialists.
