On March 16, 2022, President Qassym-Jomart Tokayev delivered his Address to the people of Kazakhstan at the joint session of the Houses of Parliament. The new Address of the Head of State is dedicated to the implementation of the program of political reforms and a number of socio-economic measures to be implemented in the near future. The event was attended by officials, members of the NSDC and more than 150 representatives of the media.
During his speech, Tokayev assessed the January events that had affected several regions of the country. He said that all those responsible for these events “will be punished, no matter what position they take.”
Students and teachers watched and listened with great attention online to Qassym-Jomart Tokayev’s speech to the people of Kazakhstan. The message reflects the specific tasks set before the state to improve the life and well-being of the Republic.
In his address to the people of Kazakhstan, President Kassym-Jomart Tokayev noted changes in the powers of the head of state.
“For 30 years the super-presidential form of government was justified, but we need to adapt to the new realities, today everything is closed to the president, this is wrong. We need to gradually move away from this practice. Long-term interests of the state are more important to me than some additional levers of power and situational influence,” he said.
Also, the head of state instructed to create:
- Ulytau Region on the territory of the former Zhezkazgan Region. Zhezkazgan would again become a regional center.
- abai region. Semey will become the center of the new region.
“There are many problems in the Almaty agglomeration. Taking into account these and other factors, I propose to divide the Almaty region into two regions. Zhetysu and Almaty regions will be formed in this region. The center of the Almaty region should be in Kapchagai. The center of the Zhetysu region will be located in Taldykorgan,” the President said.
He separately noted that if the residents of Kapshagai want to give their city the name of Dinmukhamed Kunayev, Tokayev is ready to support this decision.

The President concluded his speech this way:
“In conclusion, I would like to emphasize the following issue – I wish our citizens to be happy today, not tomorrow.
The most important thing is our country’s sovereignty. In fact, we value Kazakhstan’s independence more than anything else. In this unstable and volatile world, no one needs our Kazakhstan but ourselves. Therefore, for me there is no value higher than the welfare of my country and the integrity of my land.
I am concerned, first and foremost, about the future of my people. For me, the most important task is to protect the state, rather than for various people to evaluate my activities. And on this path I am ready to take full responsibility.
For me, my sacred duty is to be faithful to the heritage of my ancestors and to pass it on to future generations.
New Kazakhstan is the way of renewal and modernization; it is the testament of the present generations to the future.
