State of the Nation Address of the President

On September 2, 2019 the Head of State Kasym-Zhomart Tokayev addressed the Kazakh people with the Message “CONSTRUCTIVE PUBLIC DIALOGUE – THE BASIS OF STABILITY AND PROCESSING KAZAKHSTAN”.
Students and teachers in a mode online with the big attention have looked through and have listened to the first performance Kasym-Zhomart Tokayev to the people of Kazakhstan.  
The Message reflects specific tasks set before the state to improve the life and well-being of the Republic. 

The Message identified key issues of domestic policy, strengthening of state institutions, protection of rights and freedoms of citizens, modernization of the economy and social welfare of the population.
According to Tokayev, the main task of the authorities is “to implement the concept of a ‘Hearing State’, which responds promptly and effectively to all constructive requests from citizens”.

The head of state paid special attention to the development of public relations. “Public dialogue, openness, prompt response to people’s needs are the main priorities in the activities of government agencies”. “Deafness” and closedness of officials in central cities and localities undermine the authority of the state before the people. “It is for this purpose that a representative National Council of Public Trust has been established, which will work on a rotational basis”.

Special attention was paid to the protection of citizens’ rights, anti-corruption block, reform of the judicial and law enforcement systems, in particular, improving the efficiency of court decisions, increasing the prestige of police work.

Also in the Message to the people the instructions to the Parliament and the Government were expressed concerning the toughening of the criminal punishment for grave crimes against individuals.
The President also stressed support for the institution of family and childhood, the creation of an inclusive society, and equal opportunities for people with special needs.

The head of state focused on improving the quality of higher education, competitiveness of higher education institutions, reducing the number of higher education institutions that only issue diplomas but do not pay attention to the quality of education.
