On September 1, 2020 the President of the country Kassym-Jomart Tokayev delivered his annual Message to the people of Kazakhstan.
The second Message by Kasym-Zhomart Tokayev is devoted to the main objectives of the country’s development, economic and social issues.
The President instructed the Government to start developing the Social Code of the country. “Measures should be taken to digitize social payments. For this purpose, it is necessary to introduce a digital social wallet of the citizen, as well as to create an appropriate distribution system,” the President said.
The President paid special attention to the new model of public administration. “Reforms in this area should be conducted systematically. Let’s start with the fact that we will change the approaches to public administration, personnel policy, decision making system and responsibility for their implementation”, – said the President of Kazakhstan Kasym-Jomart Tokayev at a joint session of the Houses of Parliament.
“It is especially important to give a second breath to our monocities. Here, great responsibility rests with the city-forming enterprises. Without their active participation, this task will not be fulfilled,” the President noted.
The President instructed the Government to launch a special program “Ansagan Sabi” from 2021. “It is necessary to increase the number of quotas for “ECO” programs up to 7 thousand – that is 7 times”. The family and demographic situation is an issue of serious concern. Unfortunately, every 6th family in Kazakhstan can not have children. Socio-surveys show that about 20% of Kazakhstani people consider it a weighty reason for divorce,” the head of state said.
The President also instructed the Government to start developing the Social Code of the country. “Measures should be taken to digitize social payments. Kasym-Jomart Tokayev instructed the Government to develop the concept of continuous education. “This document should provide for active introduction of alternative variants of non-formal education, recognition of the results of independent education, certification of professional skills”, – noted the Head of State. President Kasym-Jomart Tokayev instructed to solve the problem with the closure of universities, “printing diplomas”.
“The government will radically review approaches to the organization of primary health care. It should become more mobile and accessible to a wide range of people, including villagers. It is necessary to take measures to revive transport medicine for remote regions”, – said the President.
The head of state suggested to hold direct elections of auls akims.
“The structure of the Ministry of Internal Affairs needs to be revised, freeing it from non-core functions, which will increase the efficiency of this important agency. Considering that we have entered the era of natural and man-made disasters, I believe it is necessary to recreate the Ministry of Emergency Situations,” the head of state instructed.
