From 1988 to 1994 the head of the department of legal disciplines of “Bolashaq” Academy Kabzhanov Akylbek Taybulatovich studied at the philosophical faculty of National Research Tomsk State University.

And today, on the foundation day of my native university, I would like to use the World Wide Web to congratulate my Alma Mater.
143 years ago, on May 28, 1878, by the Imperial Decree, the first university beyond the Urals was established for the development of education, science and culture in the entire Asian part of Russia and it continues to honorably fulfill this mission. The foundation of the University is a very important page in the development of Siberia and the whole country, and that is why every year the University birthday is celebrated as a significant event for Russian science and education.
Today Tomsk State University is in the list of TOP-300 “The Best Universities of the World” and TOP-10 “The Leading Universities of Russia”.
On the occasion of this significant event I sincerely congratulate everyone with the birthday of Alma Mater and wish great success to each of you, dear colleagues, dear graduates and students, realization of cherished dreams and achieving set goals, faithful good luck and brave health, strong knowledge and great discoveries, significant victories and happy events.
From the bottom of my heart, I wish the entire administration, every dean’s office, all instructors, all students, their parents and friends health, confidence, determination, and persistence in their labors. Let each day replenish the piggy bank of each of you with valuable knowledge, good advice, funny stories, worthy successes, bright moments and happy smiles.
