Compulsory health insurance in the Republic of Kazakhstan

From January 1, 2020, the system of compulsory medical insurance will come into force in Kazakhstan.

Health is the greatest value for all people.

The compulsory health insurance system will help Kazakhstan keep up with the times and stimulate further development of the insurance market.  After all, it is no secret that developed countries practice medical insurance and are the main part of life.

The state guarantees free medical care:

1.Emergency medical aid and sanitary aviation.

  1. Outpatient polyclinic assistance in case of socially significant diseases, diseases that pose a danger to others, according to the list determined by the authorized body, as well as persons not entitled to medical assistance in the system of compulsory social medical insurance in accordance with the Law of the Republic of Kazakhstan “On compulsory social medical insurance”, including: primary; consultative and diagnostic assistance in the direction of a specialist in primary medical care and specialized specialists.
  2. Inpatient care: planned inpatient care only in case of socially significant diseases, diseases that pose a danger to others, according to the list determined by the authorized body – by referral of a specialist of primary health care or medical organization within the planned number of cases of hospitalization, determined by the authorized body; for emergency indications – regardless of the availability of referral.
  3. Inpatient substitution care for socially significant diseases, diseases that pose a danger to others, according to the list determined by the authorized body – by referral of a primary health care specialist or a medical organization.
  4. Prophylactic vaccinations.

The OSMS will be included:

  1. Outpatient and polyclinical care (except for medical care for socially significant diseases, diseases that pose a danger to others, according to the list determined by the authorized body), including: primary health care, consultative and diagnostic assistance by referral of a specialist of primary health care and specialized specialists;
  2. Outpatient medical care based on prescription;
  3. Inpatient care (except for medical care for socially important diseases, diseases that pose a danger to others, according to the list defined by the authorized body): planned inpatient care by referral of a primary health care specialist or a medical organization within the planned number of cases of hospitalization, including high-tech medical services, for emergency reasons – regardless of the availability of referral of a primary health care specialist or a medical specialist;
  4. Inpatient substitution care (except for medical care for socially important diseases, diseases that pose a danger to others, according to the list determined by the authorized body) – by referral of a primary health care specialist or a medical organization.
