1 SCOPE
1.1 These Regulations on Science and Technology Council (hereinafter referred to as the Regulations) establish its status, its organizational structure, functional duties, powers (rights) and responsibilities.
1.2 These Regulations on Science and Technology Council are obligatory for use in their work by all members of Science and Technology Council.
1.3 The Regulation on Science and Technology is included in the set of documentation of the Quality Management System of “Bolashaq” Academy.

The Law of RK “On Education” dated 27.07.2007 with amendments and additions dated 24 October 2011 No. 487-IV.
Law of the Republic of Kazakhstan “On Science” dated February 18, 2011 No. 407 – IV (as amended on 29.09.2014).
State general education standard of higher education, approved by the Government of the Republic of Kazakhstan on August 23, 2012 No. 1080.

3 RESPONSIBILITY AND AUTHORITY
Responsibility and authority for the development of the Regulation on Science and Technology Council, namely for its approval, registration and implementation are distributed as follows:
– Responsibility for the development of the Regulation on the Scientific and Technical Council is vested in the Vice-Rector for Research;
– The Regulation on Science and Technology Council is approved by the Academic Council of Bolashaq Academy.
4 GENERAL PROVISIONS
4.1 The present Regulation on the activity of Science and Technology Council defines the bases of scientific activity of the Academy in the conditions of the market of scientific-innovative programs.
4.2 Science and Technology Council is a scientific-methodical and expert-advisory body of the Academy, which was created for the purpose of effective interaction of all segments of the academic sector of science, subject to the active participation of faculty members of departments and other departments.
4.3 In its activities, the Council is guided by the Law of the Republic of Kazakhstan “On Science” of the Charter of the Academy [4], orders, instructions of the Rector of the Academy and these Regulations.
5 ORGANIZATION OF THE ACTIVITY OF SCIENCE AND TECHNOLOGY COUNCIL
5.1 The composition of Science and Technology Council shall be formed by the Vice Rector for Research and International Cooperation and approved by the Academic Council of the Academy.
5.2 The composition of Science and Technology Council shall include the Vice Rector for Research and International Cooperation (Chairman), heads of structural subdivisions, directors of research centers, chairman of the Council of Young Scientists, leading scientists of the Academy.
5.3 Meetings of Science and Technology Council shall be held regularly according to the approved plan at least four times a year and as necessary. A meeting of Science and Technology Council shall be competent if it is attended by at least 2/3 of the approved membership of the Science and Technology Council. Decisions are taken by open and, in some cases, by secret ballot by a simple majority vote.
6 MAIN GOALS AND OBJECTIVES
6.1 The Science and Technology Council is an advisory and consultative body of the higher education institution, which coordinates the scientific activity of the Academy in the field of fundamental and applied research, reviews scientific, scientific and methodical products in order to recommend them for publication in scientific publications.
6.2 The purpose of Science and Technology Council is to effectively coordinate the scientific activity of the Academy in the field of scientific research in the priority areas of national economy development, to activate the research activities of the faculty, to form and implement the scientific policy of the Academy – to popularize the scientific achievements of the Academy in the scientific-educational space of Kazakhstan, near and far abroad countries.
6.3 Objectives of Science and Technology Council:
6.3.1 Ensuring participation of scientific-technical and pedagogical staff of the Academy in the creation of scientific products and increasing the competitiveness of the results of scientific research;
6.3.2 Preservation and development of scientific-pedagogical, scientific and technical potential of the Academy;
6.3.3 Conducting scientific expertise on fundamental scientific research;
6.3.4 Coordination of research activities with other research organizations in the field of fundamental and applied scientific research;
6.3.5 Creation of conditions for opening own “scientific schools” of the Academy;
6.3.6 Selection and promotion of promising research works of scientists of the Academy for innovation;
6.3.7 Implementation of the unified scientific policy of the Academy in the interests of effective development of science;
6.3.8 Promotion of innovation activity development;
6.3.9 Development of international relations on effective cooperation of “Bolashaq” Academy with the leading scientific centers in Kazakhstan, in the countries of the near and far abroad, including within the framework of international programs and projects.
7 FUNCTIONS OF THE SCIENCE AND TECHNOLOGY COUNCIL
7.1 Analysis of the Academy’s scientific activities.
7.2 Review and coordination of the main scientific directions and programs of the Academy on fundamental and applied research.
7.3 Evaluation of the results of R&D performance on contractual and state budget topics.
7.4 Consideration and coordination of scientific and scientific-technical programs and plans of scientific-research works of structural subdivisions of the Academy.
7.5 Examination of articles for publication in the scientific journal and collection of scientific articles.
7.6 Examination and approval of the provisions on scientific and scientific-technical activity of the Academy, on carrying out scientific-technical works, coordination of scientific-technical programs and developments.
7.7 Consideration and approval of proposals on improvement of the structure of scientific subdivisions of the Academy.
7.7 Examination and recommendation to publish scientific monographs prepared by the faculty and staff of the Academy.
7.8 Listening to the reports of the heads of the scientific departments of the Academy on the scientific work carried out.
7.9 Development of recommendations and proposals for improvement of scientific activity of the Departments.
8 INTERRELATION WITH OTHER STRUCTURAL SUBDIVISIONS
8.1 Science and Technology Council makes proposals for improving the organization of scientific research at the faculties.
8.2 Science and Technology Council cooperates with all departments in the preparation for scientific events.
8.3 Science and Technology Council cooperates with the IT Center in providing scientific events with presentation equipment, computer equipment, video and photo shooting.
8.4 Science and Technology Council interacts with the Academy Library in organizing book exhibitions within the framework of scientific events.
9 CHANGES, STORAGE AND DISTRIBUTION
9.1 Amendments to the regulation shall be made by the Rector and Vice Rector for Research.
9.2 The personnel department is responsible for the storage of the original regulation and distribution of the recorded copy.
9.3 Distribution of the accounted copy of this Regulation shall be carried out by the Personnel Department.
