The motto of the department: “Professionalism, legality, justice”

The Department of Legal and Financial Disciplines is an administrative and structural unit of the Bolashaq Academy, which carries out scientific, research, educational activities and educational work among students, as well as carries out postgraduate training of scientific and pedagogical personnel, retraining of specialists and improving their qualifications.

The department has existed almost since the foundation of the university and is one of the leading in the academy, unites a close-knit teaching staff of well-known professors and practitioners in the city. Most of the employees have significant work experience in law enforcement agencies, scientific and public organizations.

The implementation of all educational programs is conducted by 35 full-time teachers, including: 2 doctors of law, 18 candidates of sciences, 9 masters. The percentage of teachers with academic degrees and titles is 57.14%.

The main purpose of the department is the organization and provision of the educational process covering scientific, innovative, educational, educational and other types of work in the field of training “Business, management and law”.

The department trains bachelors in the educational program 6B04201 – “Jurisprudence”, 6B04202 – “Legal support of entrepreneurial activity”, 6B04203 – “judicial and prosecutorial activity”, 6B04101 “Finance”, as well as masters in the educational program 7M04201 – “Jurisprudence”.

Bachelor’s degree programs are implemented by the Bolashaq Academy on the basis of a license to engage in educational activities.

Objectives of the Bachelor’s degree program:

– training of highly qualified personnel whose activities are aimed at implementing legal norms, ensuring law and order and strengthening the rule of law in various spheres of society while protecting and protecting public and private interests;

– preparation of graduates to promote the development of the rule of law and civil society;

– preparation of graduates for the promotion and protection of human and civil rights and freedoms;

– preparation of graduates for the formation of legal consciousness and legal culture among the population;

–preparation of graduates for continuous professional self-improvement.

The educational programs of the Master’s degree are implemented by the Bolashaq Academy on the basis of the license for engaging in educational activities No. KZ20LAA00005467 dated August 04, 2015 under the educational program 7M04201 – “Jurisprudence” Postgraduate education

The purpose of the master’s degree program specialty 7M04201 – “Jurisprudence” – comprehensive training of professionals in the field of legal sciences, able to correctly interpret and apply the law, to understand from the standpoint of law in all the subtleties of a particular life situation, to make decisions guided solely by the letter and spirit of the law, to realize their abilities and powers for the benefit of the individual, society, states.

The department is engaged in theoretical and practical developments of the Institute of Mediation.

All conditions have been created for the training of highly qualified legal specialists at the Academy:

– a forensic testing ground with two laboratories for criminology and forensic expertise;

– courtroom;

– specialized subject-based classrooms on Constitutional law, forensic technology, forensic tactics and applied training.

According to the rating of educational programs of the Independent Kazakhstan Agency for Quality Assurance of Education (NCAOKO), the educational program 6B04201 – “Jurisprudence” (Bachelor’s degree) and (Master’s degree) takes 8th place, 6B04101 “Finance” (Bachelor’s degree) – 12th, and (Master’s degree) – 8th place among universities of the Republic of Kazakhstan.

According to the rating of NCE Atameken OP 6B04201 – “Jurisprudence” – 42nd place, OP 6B04101 “Finance” – 15th place.

Elective courses in applied disciplines are of great interest to students: Organization of defense in criminal proceedings, a workshop on criminal law of the Republic of Kazakhstan, a workshop on criminal procedure of the Republic of Kazakhstan, a workshop on civil law and procedure.

The disciplines taught at the department are taught at a high scientific and theoretical level. In the classroom, teachers use innovative forms of teaching, conduct classes in the form of Round tables, debates, discussions, rely on a personality-oriented approach to teaching, form the competencies necessary in the work of a future lawyer specialist.

The Department actively uses new technical means of knowledge transfer, in the form of electronic textbooks, electronic copies of rare publications, the electronic library of the Commission on Human Rights under the President of the Republic of Kazakhstan, the portal of the Government of the Republic of Kazakhstan, the Base “Zan”, “Lawyer”, “Paragraph”, etc.

ACHIEVEMENTS OF THE DEPARTMENT

Professor of the Department Doctor of Law Dulatbekov Nurlan Orynbasarovich was recognized as the best professor in the field of law in Kazakhstan according to the results of the competition of the Ministry of Education and Science of the Republic of Kazakhstan.

In the 2015-2016 academic year, Candidate of Law, Professor Kabzhanov Akylbek Taibulatovich, became the owner of the Republican grant of the Ministry of Education and Science of the Republic of Kazakhstan “The best university teacher – 2015”, among the Universities of the Republic of Kazakhstan.

In November 2016, in the nomination “Pride of Science” (for contribution to the development of Kazakh science, for discoveries and inventions in the name of glorifying national scientific thought and their maximum application in the practice of life), the head of the Department of “Legal Disciplines”, PhD, Professor Kabzhanov Akylbek Taibulatovich became the winner of the Zamandas – 2016 competition..

Candidate of Legal Sciences, Professor of the Department Rysmagambetova Gulnara Musievna entered the rating of 100 new faces of Kazakhstan in 2018. In 2019, she became the owner of the Honorary title “The best manager in the field of higher professional education”.

In 2020, Candidate of Law, associate Professor Abdizhami Aitugan Zhumakhmetovna became the owner of the grant of the Ministry of Education and Science of the Republic of Kazakhstan “The best university teacher – 2020″, among the Universities of the Republic of Kazakhstan.

The department is the initiator and the main developer of the first textbook in Kazakhstan “Juvenile” (in the state and Russian languages).

The staff of teachers of the department took an active part in the creation of the monograph “Private higher education: problems, priorities, prospects”, “The Constitution of the Republic of Kazakhstan – the basis for the effective development of the national legal system”.

In April 2017, a patent was obtained for a collective monograph entitled “The Constitution of the Republic of Kazakhstan – the basis for the effective development of the national legal system”.

Scientific conferences

The department takes an active part in organizing and holding annual international scientific and practical conferences: “Science and its role in the modern world”, “Youth and global problems of modernity”, “Prospects for the development of the legal system of the Republic of Kazakhstan”, “Prospects for the development of legislation of the Republic of Kazakhstan”.

It has become a good tradition to hold an annual regional student competition of research papers among law students. The competition is aimed at improving scientific work with students and is held in order to improve the quality of training of specialists, the development of their creative abilities. Teachers of the department take an active part in conferences and round tables not only in the leading universities of the country, but also abroad.

Educational work with students is conducted in order to create favorable conditions for the psychological and pedagogical formation of the personality of future law specialists. The objectives of the educational work of the Department of Legal Disciplines are:
