SESSION 7. “MODERNIZATION OF THE LEGAL SYSTEM OF THE REPUBLIC OF KAZAKHSTAN: PROBLEMS OF THEORY AND PRACTICE”.
This year, taking into account the special conditions, for the first time in the practice of our Academy, the work of the section was held online on Skype platform. The Chairman of the Section No. 7 was the Head of the Department of Legal Disciplines, Candidate of Legal Sciences, Professor A.T. Kabzhanov, Secretary of the Section Meeting and moderator in one person was Candidate of Pedagogical Sciences, Associate Professor R.D. Okashev.
On section 7 “Modernization of the legal system of the Republic of Kazakhstan: problems of theory and practice”, which represented the team of the Department of legal disciplines received only 51 scientific articles.
The geography includes RF-13 articles, the Kyrgyz Republic – 1, from Ukraine – 2 articles, also I would like to note that there was a scientific article in English prepared by our teacher Akhmetova A.K. co-authorship student Akhmetova J.M.
Due to limited time, only 7 people listened. They are: Professor B.M. Nurgaliev, Professor A.V. Turlaev, Associate Professor A.A. Zhukobaev, Associate Professor G.S. Ospanova, Master E.A. Khabarov, Professor B.K. Syzdyk, Associate Professor A.J. Abdijami.
All other members of the Department of Legal Disciplines, as well as colleagues from other universities of our city and other regions of our country and neighboring countries took as passive participants.
The special interest and huge discussion was caused by the speech of professor of Karaganda University named after E.Buketov A.V.Turlaev on the theme “Problems of formation of legal realization and embodiment of constitutional norms in the bill “About the order of organization and carrying out of peaceful meetings in RK”.
The work of the section was held at a high scientific and theoretical level. All interested persons had an opportunity to share their opinion and test the results of their scientific research. At the section meeting the proposals and recommendations for further improvement of the national legislation were discussed and measures for optimization of organizational-legal measures for implementation of the discussed proposals were worked out.
Conclusion: The section discussed proposals and recommendations for further improving national legislation and developed measures to optimize organizational and legal measures to implement the proposals under discussion.
- Forcedly used the format of online work for all minor technical problems showed that even in such difficult conditions, the conference was generally held at a high scientific and methodological level.
- Please note the most active participants of the section, namely, Vorotin V.T. (Institute of Legislation of Ukraine), Turlaeva A.V. (KarU named after Buketov), Khabarov E. (Master of 2nd year of “Bolashaq” Academy), A.A. Zhukobaev (Associate Professor of “Bolashaq” Academy Chair), A.J. Abdijami. (Associate Professor of the Chair of the Academy “Bolashaq”), A.J. Abdijami.
- The work of section 7 “Modernization of the legal system of the Republic of Kazakhstan: problems of theory and practice” of the international scientific-practical conference “Science and its role in the modern world” is considered sufficient and satisfactory.
And in conclusion, I would like to express my special gratitude to the organizers of the conference, who in these difficult times, despite the objective difficulties, had to do such a great job.

SECTION 5: “TRADITIONAL AND NEW IN EDUCATION: PRESERVING THE HISTORICAL AND CULTURAL HERITAGE IN A MULTILINGUAL ENVIRONMENT”.
Section 5 of the international scientific-practical conference “Science and Education in the Modern World” dedicated to the 175th anniversary of Abai was successfully held. The theme of the section: “Traditional and new in education: preservation of historical and cultural heritage in a multilingual environment”.
The audience, consisting of foreign guests, the Academy’s faculty and students of the FL & IC Department, was addressed by 6 speakers. The meeting was very lively, there were many questions.

- Ospanova R. Zh., Ibraeva B.M. “Features of implementation of Latin graphics and English in secondary schools”
The conference participants especially noted the speech of L.V. Glukhova, J.A. Budikova and G.Sh. Orazgalieva.
n spite of the fact that the conference was held in absentia and was held on the Skype platform, there were technical difficulties and different levels of digital literacy of participants, the general impression of participants was positive.

The topics of the reports are diverse and cover many problems of financial systems of states.

The presentations made by the speakers themselves were of interest. Students Abuev T.N., Kudaibergenova D.J. presented their diploma projects. They were asked questions, to which comprehensive answers were given.
P.N. Buzaubaeva, doctoral student of Yenu named after L.Gumilyov, made a report APPLICATION OF THE CONCEPT OF RISK IN RISK-ORIENTED REGULATION AND SUPERVISION OF BANKS ‘ ACTIVITIES. The presenter considered the current situation in the banking system.
According to the results of the sectional work it was accepted to read the presentation to the 4th year students T.N. Abueva, Kudaibergenova D.J., to note an interesting and informative report Buzaubaeva P.N.
